Sharjah Introduces New Drone Legislation
The Emirate of Sharjah has taken a significant step towards ensuring the safety of its airspace with the introduction of a new law regulating drone operations. His Highness Dr. Sheikh Sultan Bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, has endorsed this legislation to manage the burgeoning drone sector within the emirate.
Scope and Exemptions of the Law
The law applies universally across Sharjah, affecting all drone types regardless of their control systems or purposes. It encompasses all regions within the emirate, including free zones and special development areas, and extends to both public and private sector entities involved in drone operations. However, drones deployed for military or security tasks, or those specifically exempted by the Chairman of the Sharjah Department of Civil Aviation, are not subject to this regulation.
Objectives of the Drone Regulation
The primary objective of the new law is to enhance airspace safety and streamline air navigation within Sharjah. It seeks to regulate drone operations in alignment with international standards, mitigating associated risks by delineating clear responsibilities for relevant authorities. Additionally, the law aims to facilitate the use of drones by government and private sectors to improve service delivery and promote public awareness. Key Responsibilities and Requirements
Under the law, the Sharjah Department of Civil Aviation, in collaboration with the General Civil Aviation Authority (GCAA) and other governmental bodies, is tasked with several responsibilities. These include issuing necessary permits and approvals for drone operations, licensing safety assessors, monitoring compliance, and defining operational airspace and corridors. They are also responsible for approving drone landing sites and ensuring the safety of drone operations through rigorous oversight.
Drone pilots, controllers, and crew members must meet set qualification standards, while operational regulations are enforced to maintain compliance with approved safety and environmental systems. The law also calls for the development of guidance manuals to promote safe drone usage.
Security Measures and Offence Handling
Sharjah Police, in coordination with the Department of Civil Aviation, is responsible for managing offences related to drone use. The police force will take necessary precautions to protect individuals and property from potential drone-related risks, thereby enhancing the overall security framework.
Mandatory Approvals and Registration
Before engaging in any drone-related activities, approval from the Sharjah Department of Civil Aviation is mandatory. This applies to government, commercial, scientific, and recreational activities, among others. Drone owners must register their aircraft with the relevant authorities before commencing operations, ensuring each drone is identifiable through registration numbers or identification codes.
Comprehensive Regulatory Framework
The legislation includes detailed provisions governing drone classification, design, manufacturing, importation, sale, and ownership. It also outlines regulations for control systems, the use of helicopter landing pads, and the designation of authorized operational zones. This comprehensive framework is designed to organize and regulate the drone sector effectively within Sharjah.
